2018-19 NYSHFA/NYSCAL Legislative Visitation Day

On Monday, March 5th, NYSHFA/NYSCAL members from throughout the State traveled to Albany to advocate on behalf of New York’s skilled nursing and assisted living providers.

The day’s activities began at 8:00 a.m. in the Legislative Office Building (“LOB”) and meetings with key legislators and policymakers continued through 4:00 p.m. in the LOB and the Capitol. Advocacy efforts focused both on items included in the Governor’s 2018-19 Executive Budget, as well as initiatives NYSHFA/NYSCAL is requesting to be included within the final enacted Budget.

Among other things, our NYSHFA/NYSCAL advocacy efforts focused on the following:

  • Supporting the return to fee-for-service for nursing home residents after three months of continuous nursing home care;
  • Opposing the capital cuts to nursing homes and hospital capital expenditures;
  • Opposing the Nursing Home Quality Initiative (NHQI) penalty to providers scoring in the lower two quintiles;
  • Opposing the reduction in case-mix adjustments to nursing home providers;
  • Opposing the current version of geriatric parole for those over the age of 55 and suffering from chronic/serious conditions;
  • Opposing the unfunded food waste recycling mandate;
  • Support for an expedited approval process for up to 9 ALP beds for existing providers;
  • Support for the Alzheimer’s Disease and Dementia voucher program;
  • Support for the 500 new ALP beds for counties with one or fewer ALP programs;
  • Support for the 500 beds for counties with ALP utilization exceeding 85%;
  • Support for an increase in the State share of Supplemental Security Income (“SSI”) for adult care facilities; and,
  • Support for the inclusion of ALP providers in the Statewide Health Care Transformation Program (Phase 3).

NYSHFA/NYSCAL will be working closely with legislators and policymakers on these and other issues as the 2018-19 budget negotiations progress through April 1.
