DOH: Follow-up Lab Survey

DOH is conducting a follow-up SNF Lab Service survey to compare the results to the previous one conducted in the fall. In that fall survey, a number of facilities may have inaccurately completed the question on stat lab service. Stat lab usually means that the specimen that must be delivered and processed by the lab as soon as possible, usually with a result within 1-2 hrs. In the SNF, sometimes this term is used for labs needing to be drawn off your normal blood draw schedule. This creates the need for the phlebotomist to make an extra trip to the SNF. NYSHFA recommends that when answering this question on stat lab, use the stat lab definition of needing the results within 1-2 hours. All others are considered just off scheduled time. That number of off schedule blood draws should be assessed by your team to see if those can more efficiently be managed within your regular blood draw system, without compromising quality of resident care. CMS has reduced the reimbursement for phlebotomists’ blood draws and this is a reason some of the lab providers may be withdrawing those services from SNF. We continue to have meetings with the Commissioner of Health on this topic and the next meeting is in March. Below is the information on the DOH survey you should have received on 1/12/19. We encourage all SNF to complete the survey by February 21, 2019.

Dear Administrator: The NYSDOH needs to update information it gathered in its survey of Nursing home laboratory services conducted last year.

A new survey activity has been opened in the HERDS application on the NYSDOH Health Commerce System (HCS) to enable facilities to respond with their most current information. 

All NYS nursing homes are required to complete and submit their survey responses by close of business on Thursday, February 21, 2019.

The name of the survey to be completed is: "Nursing Home Laboratory Services - 2019". Please ensure that your staff with access to the HERDS application on the HCS, complete, save, and most importantly, SUBMIT the survey responses by the due date. Unless the survey form is actually submitted, we cannot see your responses in survey reports.

The submit step is essential.
