Jackie Pappalardi joins NYSHFA/NYSCAL as Director of Educational Development and Grant Management

Stephen B. Hanse, Esq. is pleased to announce that Jackie Pappalardi has joined the NYSHFA/NYSCAL as the Director of Educational Development and Grant Management. 

Jackie Pappalardi has more than 40 years of service in the public and private health care delivery system.  With a clinical background as a registered nurse, Jackie has been a strong advocate for ensuring patients, residents and clients receive quality health care through access to effective and competent programs. 

For the last 4 years Jackie has been a consultant and lobbyist to effectuate change for providers and create broader healthcare policy.  She has demonstrated leadership and management experience enabling her to work closely with providers across the healthcare continuum.  She has worked with facilities to assess their compliance to state and federal regulations, built action work plans to demonstrate standards of quality improvement and encouraged collaboration with the value of working together.  Jackie was the NYSDOH lead for the development and implementation of the Gold STAMP program to reduce pressure ulcers in healthcare facilities.

Jackie has proven statewide management and regulatory expertise including serving for 8 years as the New York State Department of Health Division Director of Nursing Homes and Intermediate Care Facilities for Individuals with Intellectual Disabilities.  In that role, she provided the direction and management of each of the Regional Offices and their program leads and worked closely with CMS and other federal and state agencies to develop and guide implementation of statewide policies for surveillance and quality improvement. 

Prior to leading the NYSDOH Nursing Home Division, Jackie held the position of Deputy Director for the Office of Health Emergency Preparedness for NYS where she was instrumental in the design and management of the NYSDOH Emergency Preparedness Program for acute and long term care providers.  Jackie actively participated at the leadership level in disaster planning, response and recovery for disasters affecting NYS. 

Prior to her state service, Jackie held management positions in acute care for hospital accreditation (Joint Commission), Quality Management, Emergency Preparedness and Patient Safety.
